I can find out the speakers' twitter handles. I can find out the topics they will speak about. I can start an online conversation with them on those topics. I can tweet about their articles. I can tweet quotes they said. I can include their twitter handles and the conference hashtag in my tweets and posts.
That will cost you time but won't cost you a penny. So the budget is no longer an issue as long as you are willing to explore "what you can do" with "what you have" to change "what you are not ok with."
